The Agency for Prevention of Corruption (APK) and the Kosovo Institute for Public Administration (IKAP) today signed a Memorandum of Cooperation aimed at developing the first online module on Preventing Conflict of Interest in the Exercise of Public Functions.

This inter-institutional cooperation aims to:
• empower public officials with knowledge about conflict of interest;
• ensure broad and equal access to online trainings;
• integrate digital technology into the education and awareness process;
• contribute to building a more responsible public administration with higher standards of integrity.

As part of this cooperation, the Agency for Prevention of Corruption (APK) commits to providing legal and professional content, including practical cases and explanatory videos. The Kosovo Institute for Public Administration (IKAP) will provide the Moodle platform and methodological expertise for structuring training materials. GIZ Kosovo will provide technical and financial support for the development of the module and didactic materials.

The online module will include:
• Thematic units and subtopics on conflict of interest;
• Explanatory videos and illustrative cases;
• Self-assessment questionnaires throughout the module;
• Final test and electronic certificate upon successful completion.

APK Director, Mr. Yll Buleshkaj, emphasized that this memorandum is an important step in strengthening public integrity.
“This initiative continues the use of technology by the Agency to implement its legal mandate, with a special focus on educating and raising awareness among public officials on preventing conflict of interest and strengthening ethics in public service.”

Additionally, Mr. Buleshkaj congratulated the newly appointed Director of IKAP, Mr. Hysen Muzliukaj, on assuming his duties.
“I congratulate my colleague, the new Director of IKAP, Mr. Hysen Muzliukaj, on taking office. I am confident that his experience and dedication will add value to our cooperation and to strengthening the civil service in Kosovo.”

IKAP General Director, Mr. Hysen Muzliukaj, described the cooperation with APK as a good example of inter-institutional coordination.
“This online module will help public officials acquire quality knowledge efficiently and in a modern way, thereby increasing professionalism and integrity in public administration.”

The Agency for Prevention of Corruption thanks the German Government, which through GIZ Kosovo supports this process and considers it a long-term investment in building institutional capacities and strengthening public integrity in Kosovo.

This memorandum marks a concrete step in modernizing the approach to educating public servants and serves as a good example of cooperation between local institutions and international partners.
