Pristina, 29 September 2025 –
The Director of the Agency for Prevention of Corruption (APC), Mr. Yll Buleshkaj, hosted the Head of the OSCE Mission in Kosovo, Ambassador Gerard McGurk, in an official meeting today.
The OSCE delegation included Mr. Bertram Welsing, Director of the Department for Security and Public Safety (DSPS), and Mr. Valdet Hajdini, National Legal Officer, Governance Section.
The discussion focused on deepening current cooperation and identifying concrete opportunities to strengthen Kosovo’s institutional mechanisms in terms of transparency, integrity, the rule of law, the development of integrity plans, and the harmonization of the legal framework with European standards.
Director Buleshkaj presented APC’s mandate and key functions, highlighting the progress and challenges in the vital work of asset declaration control, prevention of conflict of interest, monitoring of integrity plans, and whistleblower protection. He thanked Ambassador McGurk for the continuous and essential support provided by the OSCE, emphasizing that OSCE cooperation in the areas of integrity plan development, legal harmonization, and assistance in whistleblower protection has been crucial for the Agency.
Ambassador McGurk reconfirmed the Mission’s full commitment to further empowering cooperation with the APC and contributing to the strengthening of citizen trust in the institutions of Kosovo.
