APC Launches the Anti-Corruption Performance Self-Assessment Process in Line with OECD Standards

The Anti-Corruption Agency (APC, during this year, has initiated the process of self-assessment of anti-corruption performance, in accordance with Law No. 08/L-017 on the Anti-Corruption Agency, specifically Article 26, which regulates the assessment of corruption risk.

This process is carried out in line with the Guidelines of the Anti-Corruption Network of the Organisation for Economic Co-operation and Development (OECD) for Eastern Europe and Central Asia, within the framework of the Istanbul Anti-Corruption Action Plan, Fifth Monitoring Round.

For the implementation of this assessment, the APC has ensured cooperation with relevant institutions through data collection, completion of questionnaires, and the provision of supporting evidence. The purpose of the process is to ensure an objective measurement of the level of practical implementation of anti-corruption measures in the Republic of Kosovo, in relation to international standards and best practices.

This assessment aims to contribute to strengthening evidence-based decision-making, increasing institutional transparency, improving the sustainability of anti-corruption policies, as well as identifying areas with an increased risk of corruption.

Considering inter-institutional participation as a key element for the success of this process, the APC has, from the early stages, conducted roundtable discussions, coordination meetings, and continuous communication with the country’s key institutions. This process has involved, among others: the Assembly of the Republic of Kosovo, the Constitutional Court, the Kosovo Judicial Council, the Kosovo Prosecutorial Council, Basic Courts and their branches, the Office of the Prime Minister, the Ministry of Justice, the Ministry of Foreign Affairs and Diaspora, the National Audit Office, the Kosovo Police, Kosovo Customs, the Kosovo Correctional Service, the Kosovo Probation Service, as well as other relevant institutions.

The self-assessment process is conducted within the legal mandate of the APC, namely by the Department for Assessment, Monitoring and Analysis, which includes the Division for Integrity and Strategy and the Division for Anti-Corruption Analysis and Assessment.

In this context, the Division for Anti-Corruption Analysis and Assessment is responsible for conducting national and sectoral corruption risk assessments, assessing legal acts from an anti-corruption perspective, providing recommendations and opinions to state institutions, as well as preparing, publishing, and disseminating relevant reports, in accordance with the applicable legislation.

The Anti-Corruption Agency remains committed, through this self-assessment process and close inter-institutional cooperation, to contributing to the advancement of anti-corruption standards, strengthening institutional integrity, and upholding the rule of law in the Republic of Kosovo.
