The Agency for Prevention of Corruption (APC) of Kosovo today (September 26, 2025) concluded a substantive working visit with our counterparts at the Agency for Prevention of Corruption of Montenegro. The goal was to deepen bilateral cooperation and exchange best practices in developing effective anti-corruption mechanisms.
Meetings between representatives of both institutions focused on the application of modern systems and methodologies to increase transparency and strengthen integrity within the public administration.
Implementing Standards and Building Capacity
APC of Kosovo provided a detailed presentation of its experience in implementing the Council of Europe Methodology for assessing corruption risk at the national level. We also showcased our digital platform for the anonymous reporting of corruption cases and the protection of whistleblowers — solutions vital for increasing citizen trust and expediting institutional action.
The Director of APC, Mr. Yll Buleshkaj, underscored the importance of this partnership:
“Our experiences in process digitalization and risk assessment only gain full meaning when we compare and enhance them through regional cooperation.”
Shared Regional Vision
The host, Chairman of the Montenegrin Agency’s Council, Mr. Pavle Ćupić, confirmed the significance of this approach:
“When we share solutions and learn from one another, we faster build resilient systems where the procedure, and not the individual, guarantees the result.”
The visit reaffirmed that regional cooperation is an indispensable pillar for building stronger anti-corruption tools and advancing public sector integrity. Both Agencies expressed their commitment to continuing data exchange and the joint development of digital solutions.
