The Agency for Prevention of Corruption (APC) and the Tax Administration of Kosovo (TAK) today signed a Cooperation Agreement, marking an important step toward strengthening inter-institutional cooperation and advancing the digitalization of public administration.
The Agreement establishes the basis for connecting the electronic systems of the APC and TAK, enabling the secure and controlled electronic exchange of data in accordance with the applicable legislation. This cooperation aims to support the more efficient exercise of the legal mandates of both institutions by facilitating administrative and investigative procedures.
Under the Agreement, TAK will provide APC with access to relevant data from its electronic systems for the purposes of the Agency’s administrative procedures, while the APC will provide TAK with access to data from its electronic asset declaration system to support the exercise of TAK’s legal competencies.
The method of data exchange and the technical aspects will be regulated through a Standard Operating Procedure (SOP), which ensures clear standards for authorization, security, and data protection.
On this occasion, the Director of the Anti-Corruption Agency, Mr. Yll Buleshkaj, emphasized that inter-institutional cooperation and digital transformation are essential elements for increasing the effectiveness of public institutions.
“Institutions are more effective when they cooperate and exchange data securely. This Agreement is not merely a technical solution; it represents a new model of cooperation between institutions, built on trust, transparency, and efficiency. By interconnecting our systems, we are not only accelerating verification processes but also strengthening institutional capacity to protect the public interest and build a more modern, accountable, and trustworthy public administration.”
The Director General of the Tax Administration of Kosovo, Mr. Mentor Hyseni, described the Agreement as an important step toward enhancing inter-institutional cooperation and modernizing public processes, emphasizing that electronic data exchange will contribute to greater institutional efficiency and more effective implementation of the legal mandates of both institutions.
This cooperation is also expected to serve as a model for expanding collaboration with other relevant institutions, including the Financial Intelligence Unit and other competent authorities, with the aim of establishing inter-institutional coordination mechanisms for the more efficient handling of complex asset verification cases, administrative investigations, and other matters requiring institutional coordination.
