Pristina, 16 July 2026
As part of the activities marking the 20th anniversary of its establishment, the Agency for Prevention of Corruption (APC) today launched an electronic training module on conflict of interest and ethics, a platform designed to support the professional development of public officials and strengthen the culture of integrity within the public administration.
The module was presented during the conference entitled “Continuous Education – The Key to Preventing Conflict of Interest”, organized as part of “Agency Week.”
In his opening remarks, the Director of the Anti-Corruption Agency, Mr. Yll Buleshkaj, emphasized that the continuous education of public officials is one of the most important mechanisms for preventing conflicts of interest and strengthening institutional integrity.
“Through this platform, we will provide public officials with the opportunity to become familiar with the fundamentals of conflict of interest prevention through a simple electronic system. The platform was developed in cooperation with the Kosovo Institute for Public Administration and with the support of the German GIZ,”Director Buleshkaj said.
He also announced that, as the next step, in cooperation with the responsible institutions, the Agency aims to make training through this module an integral part of the professional development of civil officials.
The electronic module was presented by the APC Senior IT and Systems Officer, Mr. Fazli Stollaj, who explained the platform’s functionality and how it is used.
He explained that the module consists of ten topics providing fundamental knowledge on conflict of interest prevention and has been developed on the Moodle platform, one of the world’s most widely used e-learning systems, enabling secure, flexible, and simultaneous access for a large number of users.
Following the launch of the module, a panel discussion entitled “Continuous Education – The Key to a Public Administration with Integrity” was held.
The panel featured Mr. Hysen Muzliukaj, Director of the Kosovo Institute for Public Administration (KIPA), Ms. Mexhide Demolli from the FOL Movement, Mr. Naser Shamolli from the Group for Legal and Political Studies (GLPS), and Mr. Esad Ejupi, Director of the Department for Prevention of Conflict of Interest at the Anti-Corruption Agency. The panelists shared their views on the importance of professional education, inter-institutional cooperation, and the development of mechanisms that strengthen integrity and prevent conflicts of interest in public administration.
The event was organized as part of “Agency Week,” which is being held to mark the 20th anniversary of the Agency under the motto:
