APC Launches Open Data Platform, Advancing Transparency and Public Access to Data

As part of the activities marking the 20th anniversary of its establishment, the Agency for the Prevention of Corruption (APC) today organized a conference entitled “Data Transparency – The Foundation of Democracy and Independent Assessments,” during which the Agency officially launched its Open Data platform.

Opening the event, the Director of the Agency for the Prevention of Corruption, Mr. Yll Buleshkaj, emphasized that enhancing transparency and ensuring public access to data of public interest are among the key pillars for strengthening institutional integrity and increasing citizens’ trust in public institutions.

During his address, Director Buleshkaj stated that throughout its two decades of operation, the institution has faced numerous challenges while also achieving significant milestones.

“Over these 20 years, the Agency has experienced not only challenges since its very first day but also many successes. These successes include establishing the Agency’s organizational structure, recruiting qualified staff and providing their training, as well as developing the fundamental legislation and operational procedures necessary for the Agency’s functioning,” he said.

Director Buleshkaj noted that the launch of the Open Data platform represents an important step toward enhancing institutional transparency and facilitating access to data, creating greater opportunities for analysis, research, and monitoring by the public, the media, civil society, and the academic community.

The APC’s Open Data platform provides easier access to registers and data related to the Agency’s mandate, contributing to stronger accountability and the promotion of open government.

The Head of the APC’s Division for E-Services and Systems, Mr. Besnik Dragusha, delivered a detailed presentation on the practical operation of the platform, demonstrating how it can be used.

“The Open Data platform has been developed using Microsoft’s latest technologies, .NET Core me .NET Core, and is supported by an integrated Microsoft SQL Server database,” Mr. Dragusha said, among other things.

Following the launch ceremony, a panel discussion entitled “Data Transparency – The Foundation of Democracy and Independent Assessments” was held, focusing on the importance of open data in enhancing transparency, strengthening public accountability, and improving evidence-based policymaking.

The panel featured Mimoza Karameta from OGP Kosovo, Diana Metushi Krasniqi from KDI/Transparency International Kosovo, Visar Rushiti from Democracy Plus, and Milot Shala from the Agency for the Prevention of Corruption, who shared their perspectives on the development of transparency policies and the importance of interinstitutional cooperation in advancing open government.

The event was organized as part of the “Agency for the Prevention of Corruption Week,” taking place on the occasion of the Agency’s 20th anniversary under the slogan:

“20 Years of Transparency and Integrity – Strengthening Trust, Preventing Corruption.”

The Agency for the Prevention of Corruption remains committed to developing mechanisms that strengthen transparency, institutional integrity, and public trust, in line with the principles of good governance and the public interest.
