The Process for Corruption Risk Assessment in the Field of Public Procurement launched

Today, the process for Corruption Risk Assessment in the field of public procurement was launched, an important initiative aimed at identifying and addressing potential corruption risks in one of the most sensitive sectors of public administration.

The process, which is being implemented by the Agency for Prevention of Corruption (APC) with the support of the United Nations Development Programme (UNDP), aims to identify, analyze, and address potential corruption risks through a structured approach and concrete prevention mechanisms.

In his opening remarks, the Director of the Agency for Prevention of Corruption (APC), Mr. Yll Buleshkaj, emphasized that the methodology developed for this process creates an important basis for the systematic identification of corruption risks, helping institutions strengthen integrity, transparency, and control mechanisms in public procurement.

Director Buleshkaj thanked international partners, donors, and participating institutions for their cooperation and support in developing this process, underlining the importance of joint institutional engagement in preventing corruption.

The UNDP Resident Representative in Kosovo, Mr. Nuno Queirós, praised inter-institutional cooperation and the importance of building effective mechanisms for identifying and managing corruption risks.

The Head of the Swiss Cooperation Office at the Embassy of Switzerland, Ms. Beate Elsaesser, highlighted her country’s long-term support for anti-corruption efforts in Kosovo, appreciating the leading role of the APC and the institutional commitment demonstrated throughout this process.

“The success of our partnership depends greatly on local leadership. Our ambition is to gradually evolve from a donor into a strategic partner. Therefore, it is a pleasure to see the Agency for Prevention of Corruption taking the lead, as well as all the important agencies represented here today,” she said.

As part of the activity, the representative of the Public Procurement Regulatory Commission (PPRC), Mr. Avni Sahiti, stated that this process represents an important step and is expected to contribute to advancing integrity and improving practices in public procurement.

During the event, the methodology for Corruption Risk Assessment was also presented by Mr. Blerim Kelmendi from the APC and experts engaged by UNDP, outlining the methodological approach, instruments, and phases of the process that will be implemented within this initiative.

Representatives of the participating institutions welcomed the launch of this process and expressed their readiness for further engagement and cooperation in strengthening the corruption risk assessment process. They also presented key developments within their institutions during the first four months of 2026 in the field of public procurement and institutional integrity.
